Unable to Contact (UTC) Letter
A letter about the HRA sent to an enrollee who does not respond to outreach; its send date is reported in Table 2IA.
Table 2IA Column V records the date the HRA Unable to Contact letter was sent to a non-responding enrollee, in CCYY/MM/DD format. NA is entered if no letter was sent.
