Rejected Claims Transition (RCT) universe
FA Universe Table 2: rejected claims with dates of service in January (and February, for smaller sponsors) of the audit year.
Sponsors with fewer than 100,000 enrollees submit all rejected claims with dates of service in January and February of the audit year. Sponsors with 100,000 or more submit January only. Table 2 uses the same record layout as Table 1 (RCFA), and CMS uses it to sample transition claims for new and continuing enrollees.
