Pharmacy-submitted blanks
In FA Tables 1 and 2, a field may be blank only if the pharmacy itself submitted it blank.
The guidance for Universe Tables 1 and 2 allows blank fields only where the pharmacy submitted the field blank. The NDC rule says the same thing: a blank NDC from the pharmacy or delegate is entered as submitted.
