New Enrollee (NE) universe
FA Universe Table 4: enrollees with effective enrollment dates from 11/1 of the prior year through 1/1 or 2/1 of the audit year.
Sponsors with fewer than 100,000 enrollees list enrollees with effective enrollment dates from 11/1 of the previous audit year through 2/1 of the current audit year. Sponsors with 100,000 or more use 11/1 through 1/1. Only eligible enrollees whose prior claims history the sponsor does not use to provide transition supplies are included. In this table only, a separate record is entered each time an enrollee enrolls and is considered a new enrollee.
