New enrollee

An eligible enrollee whose prior claims history the sponsor does not use to provide transition supplies.

The New Enrollee universe includes only eligible enrollees for whom the sponsor does not use prior claims history to provide transition supplies. A separate record is entered each time an enrollee enrolls and is considered a new enrollee. For Transition testing, CMS samples new enrollees' rejected claims related to formulary administration during transition.
