Initial Health Risk Assessment (IHRA)
The enrollee's first HRA, which must be completed within 90 days before or after the effective date of enrollment.
CMS runs a universe-level timeliness test (standard 1.1) on enrollees continuously enrolled for at least 90 days to check whether IHRAs were conducted within 90 days before or after the enrollment effective date. The test uses enrollees with effective dates within 12 months of the audit engagement letter. Enrollees without an IHRA go into the HRAT-IA impact analysis to quantify outreach.
