First Tier, Downstream, and Related Entities (FDR)
Any party with a CMS-acceptable written arrangement to provide administrative or health care services for the sponsor.
Each universe has a column for the name of the First Tier, Downstream, and Related Entity that processed the request or grievance. The protocol defines it as any party with a written arrangement, acceptable to CMS, with the sponsoring organization to provide administrative or health care services to an enrollee under Part C or D. Enter None if the sponsoring organization processed it itself.
